Relating to: creation of a committee to study the model used by the state of Missouri to provide rehabilitation for juveniles adjudicated delinquent who are in need of restrictive custodial treatment and to prepare a plan for the development and implementation of a similar model for the rehabilitation of such juveniles in this state.
